Fixed "ED_PD_is_arcology_planet" scripted trigger return no always, so Ecumenopolis wasn't treated so.

Hotfixed to Stellaris 3.12 and PD update.
Many of PD feature (PD planet classes and designations) were removed. So many of this compatch were disabled also.
Note: PD Unique Worlds is not updated yet and is empty now.
