repacked map .bsp to remove TrakPak3 models to purge some vertex issues present

Adjusted signal system to display Restricting as Flashing Red Over Red, rather than Red over Yellow, which was a source of confusion. Known major bugs: Block on WVApproach module is missing. Exercise caution north of the Yards and south of the Tropicana plant.

fixed lighting in more spots, fixed some garage doors, fixed some texture quriks, increased trigger spacing on diamond in BMZ, attempted fix of switch issues in trenchtown

fixed a missing diverging switch model. paid fine to wrefingley town council for the resultant confusion and delay
