UPDATE 20240404

This update allows both players and AI empires to use CSS special ships earlier and more frequently.
It has been adjusted to match the change in research speed in the recent Stellaris update.

1. Special Ships can be Used Earlier.
- Special ship technologies can now be acquired directly instead of getting technology options.
- Once the required techs and tech condition are met, you can automatically get the tech, through events.
- Even when receiving a gift from another empire, you can receive the technology itself rather than a tech option.

2. Makes the founding species' special ships easier to use.
- Founder species' special ship condition will not removed.
- Regardless of the change in population ratio, you can use special ships once you have required techs.

3. AI empire fleet composition will become more diverse and unique.
- When used together with the new Addon, AI empire fleets will use special ships more actively.
- This Addon is not compatible with NSC.

4. The required techs and balance of some special ships have been modified.
- The power usage of the Brawler's special component have been reduced.
- Monitor ships and Schiffjaeger can use exclusive X slot weapons, so they can be used even without X slot weapon techs.
- Escort Carriers now require T1 strikecraft instead of T2, therefore appear earlier.
- Broadsiders require autocannon or plasma launcher technology.
- Swarmling has become slightly stronger and its cost has increased.
