Added a TON of logic to avoid getting extra recruitment buildings in tier one and two settlements when you have a barracks and need to work on growth and income to get to high tier units. Buildings that won't be useful until they hit T3 should no longer be produced until the settlement reaches that level. This avoids a slot being wasted so one High Elven army can have a few eagles when growth, income, and walls are king.

Went more in depth in setting AI spending behavior. Trying to set some factions with good starting provinces to an economist spending profile to see how they build up.

Broke the mod trying to do circular logic on barracks>farm>money>walls>farm>money. Reverted some of this in the next patch.
