Changelog for Playable Katzenartig Imperium 3.8

Additions:
- Dynamic flusion migration policy, only grabs pops if the planet they are from is close to half of flusion's pop amount
- Clearer tooltips for industrial district job allocation
- Economic assistance decision reworked, now instantly demotes all unemployed pops to workers
- Flavor events for EHVE and Flusio-arcology construction
- Crisis mechanics for taking over the galaxy with a new "Galactic Tension" situation
- Added Jupitwo :)

Changes:
- Refactored lots of overlaping code, may cause unintended issues
- Reworked all katzen ships and weapons, the most notable changes include:
- U-boot limit is gone, they also have 3 g slots
- Reworked sections for Panzer Kruezer and Bomber
- Large artillery section for panzer
- New weapon icons
- Dams are no longer separate decisions, they are now one decision with multiple choices upon completion
- Katzenartig Imperium colors changed slightly
- No more HOI4 wardec sound effect (sorry daniellm)
- Changed EHVE tech potential to no longer require wormhole stabilization, now just need a black hole within borders
- Flusion deposits now give 2 of each rare resource job
- Katzen admiral is now a destiny trait

Fixes:
- Fixed new moon decision trigger not working
- Can actually build riesigerkatzenpanzers now
- Warforge defense platforms should respawn after destroyed and the system is still under control
- Various bugfixes
- Loc fixes

Changes:
- Nerfed job size provided by restructuring by half. (Gigas had a similar change on the birch, dont get mad at me)
- Nerfed Kaiserism Tradition to be inline with vanilla ship upkeep/build cost changes (they arent removed entirely just nerfed by 5%)

Additions:
- Project Dominance now grants a 75% upkeep discount on Attack moons for 10 years upon completion
- Edict to automate the construction of defense arrays
- Policy to allocate industrial district jobs to supertensile jobs if using job based megastructure building

Changes:
- Added more pop growth to semiautonomous colonies
- Restructuring now give decision speed increases
- War Forge shipyard array now has a limit of one and gives +0.5 shipyards per warforge in your empire

Fixes:
- Quantum Catapult is now not confused about if it is an EHVE
- Kreuzerkanone is now actually usable and has proper cooldown
- Can now actually invade primitives
- You can now research hyperdrives (I was smoking crack)
- Loc fixes

- Russian Localisation (Machine translation corrected by Deus and Жмыш)
- Placeholder English localisation for all other languages until they are translated

Changes:
- Meorge and Douclaw now have randomized traits in addtion to their unique traits
- Flusio-arcology Science districts now give -2.5% happiness instead of -5%
- The country buttons on the Flusionian Unification map now have properly shaped "hitboxes"
- The G-slot Katzen Bomber ship section requires torpedo tech to unlock
- Semiautonomous colonies now provide pop assembly jobs based on empire type and ascension perks
- Surprise strikes now have a cooldown of 3 months so you wont lose all of your progress instantly
- Warforges function via modifier for naval cap and ship build speed bonuses
- Katzen Bombers now have an M slot variant unlocked with Swarmer Missiles
- KatzenKreuzers now also unlocks its own x-slot weapon, the Kreuzerkanone, a lesser damage but slightly faster firing version of the vanilla megacannon

Fixes:
- Kaiser moon now has shields and armor in its utility slots
- Minor Loc fixes

- Project Dominance now doesnt give attack moon tech (it is lore accurate, sue me) but now gives a Kaiser attack moon that can be upgraded/refitted with attack moon tech.

Version 3.5, the "Fortifications" Update

Additions:
- Siegfried Worlds are now buildable
- New QoL decisions and edicts for easier pop/colony managing
- Defence array platforms are now designable
- U-Boots can now interdict while bombarding enemy planets
- Proclaim Galactic Imperium fucks up empire slightly less
- New edict for conquest map

Changes:
- Katzen colony modifier pop growth speed bonus 15% -> 20%
- Warforge build time is reduced 720 -> 480
- Warforges count as kilos for supertensile purposes
- Nerfed Katzen ships (way too op compared to vanilla)

Fixes:
- Fixed Flusio-arcology not unlocking
- Fixed Supertensile jobs from Flusio-arcology not working
- Warforges no longer block orbital rings and other megas
