Added logic for High Elven minor settlement structures at tier 4 - added the Elven Court, the Hunter's Chain, the Smith, and the Stables to the preferred buildings list.

Set the tier for high synergy for the Bretonnian Smithy to T4 for minor settlements. It was T3.
