Various fixes and additions
Split the EIO entries to their own section in Commanders Archive

- Some minor typo fixes in the archive
- Made more obvious that Hoplites are really nice counter to Req Legion and their corrosion mechanic

Requiem Legion got handled, now its unlocks show what they do before you fork over the cash
- Ghost localization now says that it draws abilities that are tied to the gauntlet and some xcom row perks, but not pistols, officer or psi skills.
- Added an entry on the new class, Electrician
- Soul Mania now states it has 2.25 radius, not just 2, so it can hit you diagonally
- Quickfeet now says it doesnt work with skulljacking or just movement
- Slamfire now states it doesnt work after Run
- Some minor fixes

- Fulmination now states it detonates all explosives carried
- Inspire and mind merge now state they dont break concealment
- Flame fang no longer claims it ends your turn
- fog wall description updated to be more clear
- Fuse now states that it breaks squad concealment, but Reapers in Shadow can use it without breaking it, it also now states that some Advent units cannot be fused, even if they are carrying explosives (Like assault troopers).
