Small fix to last update

All of the following fixes were provided by JustNU:

- Fixed team changer at beginning of mission so that the Raider team gets switched to the alien or resistance team when their relation level requires it
- Fixed raider agent not having a chance for certain raider factions that had their encounters hardcoded
- Fixed raider agent appearances.
- Added compatibility for SCP lite

Redid the previous update, should be working as normal. Sorry everyone I had to reinstall the SDK and didn't realize that my changes didn't go through on the last update. In fact the new build failed and as result it broke the mod.

-Added more exclusions for covert actions possibly being ambushed by a Raider Faction
