-Fixed description of raider vs raider covert action to reflect latest change

-Added a penalty to relation score for Raider vs Raider covert actions for actions that are ignored. The penalty is equal to 1/2 of the amount that you would have received from that raider faction for completing the action.
-fixed RedScreens at end of month
-Made it so that adjusting the config values for TributeReward, TributeCost, IntelReward, and IntelCost in XComGameData.ini will update immediately in the game. Prior to that those values were set at campaign start and couldn't be changed.
-added two new config variables - TypicalNumOfBases and bAdjustScoreForNumberOfBases
When bAdjustScoreForNumberOfBases=true, a scalar will be applied to any relation score changes between XCom and a raider faction if the amount of bases is less than the amount set in TypicalNumOfBases. This balances better for users who want to play with a small amount of bases. See XComRaiderBases.ini for more info. By default this is set to true.

Fixed a bug which was causing duplicate raider bases
Changed the default values for tributes and intel to cost 45 and 15 respectively
Changed raider killed penalty from 2.0 to 2.5
Changed raider data retrieval penalty from 8 to 5
Changed raider find base mission penalty from 20 to 10

-Fixed error in previous update in which post mission relation score updates were not saving properly
-Changed default cost for raider soldiers to 45 supplies since they are now ranked soldiers.

-Changed default value of NumRaiderItemsPerMonth to 2
-Made it so that raider personnel gives you a soldier unit that scales with force level
-Added config entry for NumRaiderPersonnelPerMonth and set value to 1
-Changed so that when the "Personnel" trait is active you receive access to the personnel and the raider items.
-Added config entry for AlternateSitReps - these are other sitrep names that can be used to recognize a raider faction group is on the mission (at the moment I only entered one in for GOC called "GOCDeathSquad")

-Added another mission family to the mission penalties for the covert infiltration supply extract crate mission
-Fixed where covert action risks where not being added or removed when XCom's relation level changed from the result of a mission
-Shortened the title of Raider vs Raider covert actions so it fits on the screen.

-fixed when a raider unit calls for reinforcements, the reinforcements now spawn on the correct team if the raider faction has joined Team resistance or team alien.
-prevented raider agent chance on missions against their own faction
-fixed so raider team cannot change to team resistance or team alien on a raider base mission, even when you are at brotherhood or shoot on sight relation levels.

Added localization entry to fix missing status and days on the view soldier screen when a soldier was sent on one this mod's covert actions.
