Nanomachine Overhaul

Nanomachines are now a resource with a lowered cap (5000 > 2000) which can be spent on things such as Boundary Fault (now no longer a super but costing 1000 Nanomachines) or Run-Off Cancels (now costing 500 Nanomachines)
Senator now starts with 1000 Nanomachines
More moves now grant Nanomachines (Such as Paper Trail and Approval Fall)
Nanomachine Breaks and the associated Stun State are gone entirely
Passive Nanomachine Drain is gone entirely
Super flashes for Nanomachine Enhanced moves to follow in a future update if this idea has legs.
His frame data has been improved across the board (though he still have a 5 framejab)

Blocking and Parrying are no longer considered "Passive" options and now restore Nanomachines (Note: They do not activate Nanomachine Mode if it is not already active) - This is to help him get in somewhat on zoning
Passive armour drain has been reduced from 2 to 0.5, currently the biggest issue Senator had was actually just waiting, the most likely reason for a Nanomachine Break was simply waiting and playing neutral as it drained so fast. The idea has been batted around for removing passive drain entirely but that's yet to be seen
His general movement has been improved a bit - His friction value was initially set a bit too high and his movement was abysmally slow. He's still not quick but hopefully this will help a bit. Specifically, his air movement has improved - if you look at the boss fight man can jump.
Gerrymandering is now a Level 1 Super, lasts longer and covers a bigger area. This also opens up his combo utility due to Gerrymandering having an OTG hit which confirms into the explosion
Boundary Line and Boundary Shift now both have longer max ranges. - Both this and the Gerrymandering changes are to help with his anti-zoning capabilities

Added new Aerial move - Approval Fall

Added Stop and Clothesline options to Run-Off
Made Run-Off cancels cost 1 meter, now start up faster
Expanded moves that can be Run-Off cancelled
Make Paper Trail exclusive to Run-Off
No Confidence now has less hitstun and less endlag - makes Run-Off Cancels from it not give full combo from a 5f move

Now has a Command Dash! Not all options from it are in yet but there's currently the tackle and the superkick
