Enemy reinforcement time, and siege hold-out times were not (ever) working.
Being as no one noticed, they were clearly unimpactful. As such I have fixed them, and buffed the skill 'Seasoned Campagner"

Enemy Reinforcement time increase was 25% now > 33%.
Enemy Sege Holdout Time was 25% now > 50%

Should make siege down a possible strategy or at least knock a chunk of HP off for if ya wait a turn to siege for what ever reason.

Additionally, Seasoned Campagner now also reduces attrition dmg taken when UNDER siege by 25%/
