fixed small issue with door logic that i didn't find

Updated bank building with new door logic, doors now begin open and when the first staff door has been lockpicked it sounds the alarm.
Bank now ANZ branded too.
Police department doors have also had some tweaks to their flags so most now start locked blocking people from just being the first person on the server and looting the pd without having to fight off the cops
