- Fixed a conflict with an existing ERX decision category which prevented the American Brotherhood decisions from being taken

Changed:
- Placed the "Repairing the Panama Canal" decision into its own category which is unlocked when the Enclave, a puppeted Honduras, or any other nation allied with the Enclave owns the "San Pedro Sula" state. This also means the decision is now available to both Purists and Nevada players.
