- Leadership Conditioning now gives 1500 experience to all leaders below level 10. This is to nerf the version in 3.9.3 (which gave 2000 experience) while keeping it meaningful.
- Improved several texts (mostly relating to Arcane Deciphering)
- General code improvements.
* Not backwards compatible - Saves using the old version of this mod will work but have issues related to the additions of this mod (For example the Organic Utopia). Sorry about that.

Added:
- Repeatable tech that increases the maximum amount districts that can be built on a planet.
- Repeatable tech that reduces the amount of negative traits each leader can develop.
- The vanilla repeatable tech Assembly Algorithms can now be researched an infinite amount of times.

- Updated mod to 3.10.0.
- AI is now allowed to use the 'Ask to be a subject' and 'Demand Subjugation' diplomatic actions.
(Because a much more complex system now exists in vanilla.)

Possible future features:
- Repeatable tech that adds one max district.
- If the AI is found again to be subject-spamming: stop the AI from being able to.
- Repeatable tech that lowers max negative traits by 1 (can be researched 4 times).

Changed Organic Utopia building's code to be more similar to current ancient relics buildings' code.

- Emotion simulators is no longer available to machines (there's a trait for that !).
- Becoming the Galactic Emperor no longer changes empire name and flag.
- Improved names.
