  • New MAPI rebalancing tweaks
    • All countries now have a baseline MAPI of 60% irrespective of any laws or other modifiers they gain at the country level
      • State-level modifiers (e.g., river state traits) are still respected
    • New buildings: Shipping Lines and Financial Exchanges
      • Shipping Lines purchase transportation and turn it into MAPI
      • Financial Exchanges purchase services and turn it into MAPI
      • Both will output an unscaled amount of MAPI (i.e., it's the same irrespective of level)
      • Both have secondary PMs which purchase additional services and other goods to output a level-scaled amount of MAPI
      • With both buildings maxxed out on the highest PMs, MAPI will be 95%
    • This feature is optional and users can opt out via a new game rule
  • Re-balanced PMs for Roadways and Waterways to match current vanilla Railway PM outputs
    • Roadways are noticeably cheaper to operate than before now

• Split the Transportation Sector into new Roadway, Waterway, and Aerodrome buildings.
• Railway buildings (from vanilla) can now be constructed and expanded as normal again.
• Canal Availability PMs have been removed.
• Private Expansion PMs have been added to Roadways, Railways, Waterways, and Aerodromes. Toggling between the two PMs will allow you to specify whether the given building can be expanded by the private investment queue or if expansions can only be triggered by the government. The PMs do not impact brand-new constructions.
• States adjacent to impassible seas are now considered water sources, and can have Waterways built in them.
• Fixed Privately Owned & Publicly Traded PMs for Roadways not being selectable when using Electric Trucks.

• Fixed zeppelin spam occurring immediately upon researching zeppelins
• Zeppelins will only spawn on the map when the departure and destination states either have a Transportation Sector with the airships PM or a Skyscraper with the Airshop Mooring Post PM active; zeppelin spam can still occur on demand if all your states meet these criteria.
