Changed layer names to Verto for voting. Mod name is still Wil's Fools Road and layer names are the same for server configs.

Hotfix: Hotfix for KOTH mod with issue of extra assets being cooked and loaded causing conflicts and preventing the playercontroller from fully loading.

Changes performed for the random buildings. This should 'hopefully' reduce the chance of them popping out. This is phase one as phase two is being planned and tested for pre-setting the seed of the buildings during build\load instead of runtime.

First introduction of King of the Hill | KOTH | layer has been added. This layer is under testing and is subject to change over time. Due to the nature of the test, the layer may be unstable also.
