changed a bunch of interrupt string typings, specials are now considered specials

Jab
- IASA: 22>14
- Less knockback
- Upped damage/hitstun a bit
- Proration: 0>2
- Dash-cancellable

Wind Arc
- IASA: 19>17
- Increased hitbox size
- Lowered damage a little
- Lowered knockback, made it more vertical
- Proration: 0>1
- Now special-cancellable

Sweeping Strike
- Increased speed
- Active Ticks: 2>3
- Increased damage a bit
- Upped hitstun by a significant amount, this had 2 more frames of hitstun than jab LOL
- lowered knockback

Wind Blaster
- Now dash, special, and super-cancellable
- Doesn't reset momentum, higher friction

Shockwave
- Upped damage a little, does more in neutral, -1 proration
- Lowered knockback a little, flattened angle, launches, knocks down
- Special and Super-cancellable

Eagle Spike
- Shrunk hurtbox, centered
- Added forward movement to startup
- Increased speed a little
- Start Tick: 11>10
- Active Ticks: 5>8
- Moved hitbox, more range
- Reduced damage
- Lowered knockback, more downwards, added minimum grounded frames
- Land cancels, increased landing recovery

Sonic Hurricane
- Adjusted hitbox a bit, pretty much nonconsequential
- Lower damage, separated into 3 hitboxes/hits 3 times, less SDI
- Unparriable
- Doesn't fizzle on walls anymore
- Less knockback, more horizontal
- Shorter lifetime
? Air version doesn't land cancel anymore

Alte Schule
- IASA: 35>23
- Moves forward a little on startup
- Second projectile comes out later
- Projectile moves faster
- Increased hitbox size
- Increased damage significantly
- Increased victim hitlag
- Knocks down
- Lowered SDI
- Now unparriable
- No longer self interruptable

Swift As The Wind
- Now has an air version with slightly higher IASA
- Can no longer get locked in SATW stance by landing (?)
- Resets Y momentum

Transcendence
- Lowered IASA from 40 to 26 cause good lord
- Now a real grab
- Adjusted hitbox a little bit
- Upped active ticks from 2 to 3
- Now HKDs, no longer wall slams
- Lowered knockback a little
- When used from aerial SATW, teleports to the ground, has a bit longer startup

Eye of the Storm
- Bro this move had IASA 60, lowered to 30 for now
- Added movement on startup
- Increased hitbox size a bit
- Active Ticks: 3>4
- Decreased hitstun a little
- Increased damage in neutral
- Decreased knockback

Godly Strike
- Now a lv1
- IASA: 50>35, 30 on hit.
- Increased damage overall, does more in neutral
- Bit higher hitstun
- +1 on block
- Increased distance for neutral and combo versions

Astral Wind
- IASA: 40>34
- Is a lv2 now
- Has an XY plot, can dash in a direction before attacking
- Changed cancel strings, easier to get to now (? lol it already counted as a grounded attack/spec I just made it an aerial attack/spec as well )
- Adjusted hitboxes
- Is a multihit now, lowered SDI
- No longer grants meter
- HKDs
- Doesn't apply pushback

Wind Orb
- Projectile immune, futureproofing.

Storm Quaker
- Damage is now unscaled.
- Increased victim hitlag
- Lowered knockback a bit, flattened angle

Rasendan
- Usable in the air, has almost no gravity
- Added movement, forwards, then pushes GR back when shooting.

Hustle
- 45 frames so he can actually gain meter
