update notes: Added Frost Wyrm animations for Katarin, Ice and Tempest mage. Added Chariot animation for Katarin, added attribute to all casters to "fire when moving"

Patch 4.3
Updated Cylostra key to Cylostra_Direfin
Updated battle_personalities and land_units tables
Currently Changeling and Slann not added as I need to fix animation issues which I'll have to figure out how to create new packs, as I only editted the previous pack
