Added restrictions on the construction of megastructures on planet: the maximum number of simultaneous constructions is based on 1, and the maximum number of ownership is determined by the size of the planet
Added edicts: dynamic output adjustment and space occupancy adjustment (yes, the original sub mod have been merged here)
