added: Farmjack - works the same as the Carjack, but lifts Vehicles way higher. Recommended for Trucks or similar. Thanks to Josie Garfunkle for donating the Model

added: Oil Dipstick - You can check the current Oil level of a Vehicle with it by looking at the engine.
fixed: Offroad_02 (Vanilla Humvee) Hood could fall off when ruined. This is not the case anymore because it is not intended to detach by default.

Added the following json entries (along with a few other fixes)

added: "EnableSlidingForNonOffroadCars": 1, bool; 0 = false; 1 = true. If enabled, Vehicles which are not inside the VehiclesOffroad:: VehicleList will slightly slide sometimes when it's raining ingame while driving offroad.
added: "WheelException:: VehicleList": array; Should Wheels fall off if Vehicle is not in this array + not secured by a Lug Wrench? (For boats, helicopters, bikes etc)
added: "HeatingException:: VehicleList": array; Should Interior Player Heating be allowed if Vehicles is not in this array? (For ATV's, Boats, or any kind of Vehicles with no doors or open Cabins)

IMPORTANT: MAKE SURE TO DELETE THE CURRENT JSON FILE AND LET A NEW ONE GENERATE!

added: Admins will be able to Lock/Unlock all wheels on any Vehicle. Supported Admin Tools are VPP + COT.
fixed: Vehicles did not play "Engine Stop sound" when leaving a running Vehicle (if gear not in neutral).
fixed: a potential null pointer when patching wheels
