+Changes to the overall layout of the focus tree.
+The Navarro Conflict tree will be hidden until the Navarro Conflict started, though the first focus will still be visible so player can know about the conflict ahead of time.
+'Forming a Government' now allowing the player to choose both type of government.
+Changed the four major focus branch of the first segment 'Navarro Pacification Campaign', 'The First Brick', 'Time To Hit the Airwaves' and 'Rebuilding the Intelligence Apparatus', to now required to complete 'Back in Business' instead of 'Operation Mayflower'.|

+Changed some focuses's prerequisite for the Navarro Tree.
+Added effects to 'Secrecy or Audacity?' for some early war support bonus.

-Fixes:
+Navarro Intervention Decisions now turn off after the outcome of the conflict.
+Navarro Intervention debuff-ing Fusang now work properly.
+Various focuses that was giving wargoals now correctly used OWB's claims and demands/wargoals mechanic.
+Added correct bypasses for various focuses.
+'Forming the Government' now allowing the player to choose both type of government.
+'Abettance or Austerity?': removed the leftover 300pp bonus for Sacking the city of Arroyo.
+Various fixes that I might have forgotton-Deez.


-Cut/removed:
+Removed all base OWB's Eureka's decisions, such as NCR's sus mechanic AMOGUS.
+Removed all base OWB's Eureka's mechanics, such as sending volunteers for caps or leveling up your generals.
+Temporary disable the "Ensuring Liberty" tree for an rework in an upcoming next update with more in-depth government-related reforms
