Fixed clown rocket shoes breaking after exploding

Fixed pellets and buckshots showing up in shops. I don't think I can fix them showing up when moving subs, just like how vanilla spawns SMG bullets. It's just quirky. Just drop them and they'll despawn.

Fixed depleted rifle rounds showing up where they weren't supposed to.

Big patch, adds three new captain talents, a tweak to another one and a new plant with new crafting recipes. Also a few minor fixes (like leech debuff) and changes (like changing how the MEDS boost works to be shorter but more powerful so it's more noticeable).
