Added reistance and compliance changes to state categories as follows

**Underdeveloped Area:**

+100% compliance growth speed
-100% resistance target (Who is rebelling in a wasteland bro)

**Pepheral Region:**

+60% resistance growth speed
+20% resistance target
-75% damage to garrissions

**Rural Region:**

+30% resistance growth speed
+15% resistance target
-30% damage to garrissions

**Developed Rural Region:**

+25% resistance growth speed
+10% resistance target
-25% damage to garrissions

**Urbanising Area:**

+20% resistance growth speed
+5% resistance target
-10% damage to garrissions

**Urbanized Area:**

-10% compliance growth speed
+10% damage to garrissions
+10% required garrissions

**Emerging Industrial Area:**

-20% compliance growth speed
+20% damage to garrissions
+30% required garrissions

**Major Industrial Area:**

-40% compliance growth speed
+25% damage to garrissions
+50% required garrissions

**Industrial Heartland Area:**

-60% compliance growth speed

This all simulates the following:

1. Less developed regions are harder to police due to fierce locals that have more connection to their homeland than to their home nation
2. In exchange, due to the reduced population, they won't actually deal a lot of damage to garrissions, but will still require a lot of them to police such a wide and largely unmapped area
3. More developed regions have more connection to their original nation, making them take longer to convince of a territorial change
4. Major industrial areas need constant and heavy policing due to being centres of the world, encouraging the usage of puppets, lest resistance grows out of control
