Update mod name and description in PGD_BP

Instead of using a singleton actor to apply the buff to stryders when they spawn fresh, using the "Additional Default Buffs" to apply the buff to all tek stryders by default. This should apply the buff to newly spawned stryders and pre-existing stryders alike.

Tek Stryders as they currently exist have a tendency to cause crashes. This mitigates those crashes by hiding the evil button. All stryders spawned after the installation of the mod will have this effect. Pre-existing stryders will need to be fed a Stryder Repair Kit.
