Added a new possible to the Leave the National Assembly journal button: if a country has already rejected all motions related to German unification and is neither the target of a diplomatic play nor currently at war, it will be allowed to exit the National Assembly regardless of interest group demands.

Bug Fixes:

·Fixed an issue where the Nine-Power Treaty would immediately fail upon being triggered.

·Fixed a bug where the progress bar for the journal entry Gateway to the European Continent would not display correctly.

Content Additions:

·Added three new decision options to Qing China's Reform the Customs System journal: Request French Aid, Request American Aid, and Request German Aid. Previously, only British aid was available. (Note: If Britain does not provide aid, the British-Style Customs Reform buff and the character Sir Robert Hart will not appear in the Treaty Port Negotiations event.)

·Rebalanced the investment weighting for AI participant countries in Gateway to the European Continent to prevent the previously fully random behavior.

Localization Notes:

·This update modifies and expands Chinese localization, focusing primarily on the Customs Reform journal and related events. Other localizations remain unchanged.

Fixed a lot of bugs that would cause the game to go out of sync in multiplayer and crash in standalone mode based on debug reports

Enriched political lobbies for Britain, France, Austria, Prussia, Ottoman Empire, Russia, United States, Sardinia-Piedmont, Belgium, Spain, and the United Kingdom.

Added the ability to spawn a political lobby and join some interest groups to the "Special Relationship between
Britain and the United States", "German-Austrian Alliance", and "Franco-Russian Alliance" log entries.

To the localization contributors: In this update, "The Gateway to the European Continent" has been refactored to use a global variable. As a result, the journal text displaying influence for each country will need to be re-localized. You can simply copy and paste the relevant variable from my simp_chinese file, thank you:)

🛠 Bug Fixes:
Fixed an issue in the Berlin Conference code where an extra 0 mistakenly prevented new agendas from being added after the Congo agenda.

📦 Content Improvements (Localization Unchanged):
Removed certain region restrictions from the Berlin Conference reward logic.

The British Confederation of Canada and Australian Federation decisions now require completion of the Rule, Britannia! journal entry.

Reordered Russia’s Yellow Russia Plan journal entry to appear after completing Conquer Mongolia, rather than appearing alongside it upon completing Conquer the East.

Removed historically inaccurate region requirements (e.g., Shandong, Shanxi) from the Yellow Russia Plan journal entry to ensure 100% historical accuracy of its conditions.

🛠 Fixed major bugs in the Berlin Conference journal entry.

Previously, there were serious issues preventing players from properly casting votes during the conference, and sometimes the final result wouldn't match the vote tally shown in the journal.

These bugs were caused by how journal entries behave in Victoria 3—even when all countries fulfill the completion conditions on the same day, their journals don't necessarily resolve on the same tick. This timing discrepancy affected the triggers and effects embedded in the Berlin Conference journal chain.

For example: after completing Divide Algiers, the vote count was reset by an event, and the subsequent journal effects were supposed to reassign those votes.
However, due to France (the intended winner) receiving its event later than one of the losing participants (e.g., GB), the predefined effect sequence of "remove first, then reassign" failed.

As a result, the journal entry believed that France had not yet accepted the agreement, preventing the voting process from continuing.

After several hours of debugging, rewriting conditions, and thorough testing, I'm confident that the Berlin Conference journal entry now works as intended. 🎉
