Updated to Version 1.0.6.

- New:
- Added Orbital Ring Point Defense Batteries.
- Added support for the new starbases introduced by the new DLC to starbase_levels.txt.
- Added gun-, PD-batteries, hangar- and torpedo-bays to the starbase and orbital ring modules and section templates.
- Added orbital ring_levels.txt.

- Changes:
- Removed the PD slots from the orbital ring section basic layouts. The upgrade AI is not able to fill the slots.

- Balancing:
- Added new capacity limits for Orbital Ring XL gun-, gun-, PD-batteries, hangar- and torpedo-bays (5 /5 /10 /5 /5).

- Maintenance:
- Upateded Russian localisation.
- Rolled back the braz-por loca to English language. The native language loca is outdated and the creator of it not available to update it any more.
- Overhauled the loca files to match all changes introduced by SBX 3.0.
- Changed wording of the orbital ring military modules in loca files.

- Test:
- Tried to improve the AI starbase and orbital ring upgrade behavior. TBD.

- Fixed PD Sections not created when building a PD battery.
