Fix a bug when a helico didn't find player : the helico is in the sky permanently which involve server issues, now the maximum fly time is 8 hours

I have improved my mod with the following things:

Brita is no longer required, but remains compatible, VFE is not required, but is compatible, vanilla is of course compatible
The waiting time between each drop is now up to the administrator, they can choose it in the sandbox variables
The frequency is now up to the administrator, they can choose it in the sandbox variables
The minimum/maximum number of zombies is now up to the administrator, they can choose it in the sandbox variables
The frequency used by the military is no longer fixed. The frequency can be found on certain notes, the administrator can decide the drop rate of these notes and whether they appear only on police officers or military personnel.
