[WOTC] Advent Hunter Revamp

Addressing Advent Hunter Captains as they were overtuned, Firaxis had their base stats as being even more than an Advent General's and thus applying the base game difficulty health-stat increases made it so that the Hunter Captain health was too overinflated, even for the high-difficulty boss units I intend them to be.

1: Health values drastically scaled down, instead of applying the base game calculation for health increases they will now simply have their health bumped up by 1 depending on the difficulty.

Tier 1: 12/13/14
Tier 2: 16/17/18
Tier 3: 18/19/20

2: Upped Force Level spawns by one to slightly delay when Advent Hunter Captains start showing up.

3: Removed Squadsight and Fire Sniper Rifle type stuff from their Boltcasters. This brings them into something between a typical Advent Officer and the normal Advent Hunters.
