Updated to rename the files that previously had the same name as the base game, should fix a load order issue. Thanks to MasterOfGrey for alerting me to it.

- Fixed the Mechanical Irrigation PM for Rubber Plantations so it now correctly makes Rubber instead of Wine

- Added a pair of new PMs to Logging Camps that let them produce small amounts of Fertiliser or Coal instead of Hardwood.
- Fixed the Mechanical Irrigation PM to swap the correct number of Labourers to Machinists.

Changed Mechanical Irrigation to require Mechanical Tools instead of Intensive Agriculture

- Added a new irrigation pm that is half the output of Automatic Irrigation, uses Tools instead of Engines and is available earlier.
- Included Rubber Plantations in the changes to matches the other plantations
- Returned Combustion Tractors to the baseline reduction of Labourers (as I discovered there's no overflow error if PMs reduce a building to negative Labourers)
