Tweaks:
Ballistic Shields >> The disabling of Spark Shields is now a boolean flag in the XComGameData_WeaponData.ini config file. By default, the config flag is turned to true to disable Spark Shields.

Tweaks:
Character Pool Bins >> Added the S9 Skyranger Contest winner "bonus" submission pool.
Ballistic Shields >> Disable Spark Shields from being buildable. This season was balanced around MEC Troopers not having access to shields, so removing the item from being buildable to stop confusion.

Tweaks:
Combined Workshop & Lab >> Turns out the repeatable economy techs were showing up too early. Now properly requires Elerium to be researched and now also requires the Psi Gate before you can get them. Also upped the days it takes to complete the research to help balance the "free" resources.

Scaling Dark Events >> Revisit the math and assumptions for the configs on this guy. The way they were set up was min of 1 DE + an additional DE per 4 pips of Avatar Progress. This means only 1 DE a month was possible when managing the Avatar Project. Now correctly has the default Covert Infiltration scale of 1 on month 1, 2 on month 2, 3 on month 3+ with an additional 1 DE from avatar progress every month and an additional 1 DE per 3 pips of progress to a max of 6 (1 for 0-2, 2 for 3-5, 3 for 6+ pips).

Not-So-Mini Gun >> Due to popular request, all damage buffs from NSMG has been reverted to vanilla numbers. The bonus shred, ammo, environment damage, and mobilty malus are still intact
