Disables the Resistance Card Lightning Strike in multiple ways to prevent mods to pick it and game to allow it as continent bonus.

Use event SquadConcealmentEntered instead of OnTacticalBeginPlay.
Use vanilla function instead of rewriting my own.

Use of ELD_OnStateSubmitted to EventListenerDeferral instead of ELD_Immediate as rightfully pointed by Iridar.
