-Added some Control effects specific to the Woodland Elves factions (WEF), because the normal effects don't really benefit them too much. For the WEF factions, their settlement spotting range now increases based on their level of Control, which makes sense; they are sending out scouting parties, keeping a close watch on the surroundings. Essentially the positive increase from Control is about 2x its original level. However, to keep things balanced, there is also now a negative influence -- when their Control drops to lower levels then their settlement spotting range gets penalized, until at the worst Control level, there is none (then your only spotting is from any Lord or Hero in that Province).
After testing it - it seems to work well, allowing the WEF factions to be able to keep watch on much of the map from well controlled areas, where it rewards them with higher situational awareness with high levels of Control. But then if you cannot maintain your Control at higher levels you end up with less situational awareness. This change also makes Forest Lookouts and Forest Patrols structures more useful (because one could argue that +40% and +80% line of sight increase bonus was not very useful with the normal LOS distances).

-Changed the table names to accommodate CA's ridiculous crash bug where you suddenly cannot have capital letters in the table names. Why that would change is beyond me.

-Corrected the High Elf factions, who were accidentally not using the modded behavior (they were still using the original Control behavior), due to the fact that they are using Warhammer 2 ("wh2") effect bundles, and they went under the radar previously.

-Added a small bonus to Control for Cathay factions. Now their Main 2,3,4,5 settlement admin (Province capitals) provide bonus Control, and their Minor 3 settlement admin provides a small amount of bonus Control. Most factions have more than was added here, so this bonus just helps them deal with the increased difficulty level. Also, keeping with the spirit of Yin/Yang, when their settlements are damaged or ruined, these buildings provide a (lesser) negative Control value, so take care to keep your settlements repaired or else you will find Control slipping away rapidly. This I think is a cool compromise so that they do get bonus Control, but it can also hurt them if they aren't careful (this provides a pro/con to the granted bonus Control buff).

Keep in mind that apparently Cathay is supposed to be weaker on Control, compared to other factions, so this is a careful compromise/bonus that I think is just enough to help, but not too much to make them more powerful than they should be.
