new Icons for the Mana Condensers

So far no big changes, just some technical things

Every class that has RequiredCharacterClass "Soldier" should now automaticly get the psi amp as allowed weapon. Things like ReaperSoldier, TurianSoldier or SparkSoldier will not get it
In XComGameData.ini you will find config to disable more classes

If you use the Mod [WOTC] Facility Cost and Requirements Patcher it should now be literally impossible to build the Psi chamber

Some Balance changes for the Focus Systems:

Earth Focus:
=========
starts at 2 (instead of 0)
max at 12 (instead of 9)

Necromantic Focus:
==============
max at 7 (instead of 9)
StartBoost 2 (instead of 3)
GainBoost 0 (instead of 1)

Void Focus:
========
Start and Max at 12 (instead of 9)



According to Feedback Necro was clearly the best, so needed to nerf it, while earth was the weakest. Void is a bit low for modded missions, so got a small boost
