Lengthening the missiles' afterburner a bit

ATGM changes:
- Buff impact damage to 3000 dmg so that it can destroy tanks at maximum 2 hits (might buff some more)
- Nerf explosive damage so that a near miss will not just explode and kill light armor (500 dmg with radius of 5 so still does enough damage to infantry if they dare stand nearby the explosion + still somewhat damage light armor significantly)
- Buff the maneuverability a bit to make sure fast vehicles cannot just outrun it
- Reduce the balance damage (idk why it is at 800)

Fix the ATGM afterburner turning off
