Added Small Drill version 3x3x8 Blocks for Small Ships

Made some changes to hopefully make the Drill more robust:
Steel Plates Increased to 2160 from 1800
Deformation Ratio decreased to 0.2 from 0.5 (Vanilla 0.6)
Increased Drill radius to 8.5m from 7.5m

Changed the Model Center to x1y1z0/x5y5z0 from x0y0z0 -> easier to place now
