- Add new button to title window UI that allows the player to specify whether a title is eligible to adopt house CoA.
- This title setting will update automatically based on mod logic and the new "adoption" rules by default
- If the user updates the adoption setting for a title, the setting will stop updating based on mod logic and instead stick to the player's choice unless the user re-enables the mod-logic by right-clicking the button in the UI for that title

- Add new game rule "Global adoption" that affects whether or not house CoA adoption is opt-in or opt-out for individual titles

- Exclude Jerusalem from adopting house CoA by default when ruled by a Christian ruler (suggestion from @Décimo)
