- fixed some localisation stuff
- added in some tooltips to make requirements/rewards a bit easier to read
- fixed a couple of bugs that prevented certain mission rewards from happening
- conquest missions now give some gnomish pops in conquered territory as reward
- 'colonise noo portnamm' mission reward now let's you spawn gold in some provinces (and the minor tariff reward is now permanent rather than for 20 years), but the mission will require 100 dip points
