-Vektor Rifle update

I felt like Vektor Rifle was a bit underpowered and most of the time I was picking Assault or Hunter Rifle over it on most soldiers. Vektor was only better than these 2 on crit builds.
However if I were to simply buff it's damage, I feel like it would just become a stronger Assault Rifle basically.
I needed to find a fiting ability, one that would buff it slightly for normal soldiers, while also at the same time not buffing further already strong Reapers.

CritShield - on landing a crit, gain a minor barrier(2 ablative hp points)

It doesn't do anything for Reapers, as you're usually not taking any damage as Reaper in typical Reaper gameplay(flank->crit->oneshot wounded target for guaranteed Silent Killer->repeat)

While non Reapers using Vektor Rifle will get some slight survivability buff.
