Fixed species rights for 4.0 terminology changes and touched up localisation of the same. Shared Burdens and Utopian Abundance vanilla rights are now fixed and work to better match ethics requirements in RCR:BBV.

Fixed and issue where capital buildings' code required the new terminology (num_sapient_pops is now sapient_pop_amount), to be usable with detecting if a planet's required population is met.

Corrected the last few jobs not fixed for 4.0. Harder said than done. EDIT: Well that was a fucking lie.

Dealt with a bug where the crashed prison ship district thing from that one origin would spaz the game. I don't know why this wasn't already crashing the game on mod boot but it wasn't so I just nipped it.

Smashed my head into a brick wall repeatedly trying to do specialisation of urban districts spawning on startup to gel with every combination of authorities and ruling classes before concluding I shouldn't be overwriting absolutely anything actually because this isn't strictly something ruling classes should effect (Do you really need me to code X amount of unique effects for the most obscure combinations just to save you 2k minerals on switching specialisations? ... Oh, fuck you Jeremy). It's now handled the same as BB's, and should be reactive but simpler.

Fixed Building and District jobs and housing values to account for 4.0.

Attempted fix of unknown issue with city districts where crashes were occurring - double checked and added zones for 4.0 compatibility.

Minor bug fix and attempt to improve compatibility with UI Dynamic + Bug Branch. Note: Still not compatible.
