-Added new set of quality flavor events concerning Varangian Guard (Might not work the best in the ongoing games)

-Elysian start and mid game should now feel slightly harder
-Increased the penalty on Elysian starting manpower

-Tweaked some of the Estate modifiers

-Added new decision to build Gilded keep if you reject the event
-Added new decision to complete the invasion to better showcase the requirements

-Fixed a bug with automatic transfer of provinces to Exarchates when regions don't match their limits
-You are no longer able to "colony hop" (colonise and abandon colonies to reach far away provinces) when affected by starting colonial range penalty modifiers
