Updated road types to speed up free-way access.

Made the following changes:

* It is now wider because the initial version was way too finicky when placing.

* It still only tiles in one direction (not sure why) but it now does so very well and consistantly.

* Now uses two lane one-way on/off ramps instead of standard highway ramps for efficiency and upgrading to nicer two lane one-way roads doesn't break it anymore.
