Version 3:
This update introduces the new banking and mortgage system. The system should work fine, although it might feel a little empty at the moment because I haven't given you guys much to do with it (yet). Right now you just need to make sure none of the simulations tank, if they get too low you'll have some mild problems popping up. It introduces:

Simulations:
-House Prices
-Mortgages
-Bank Profits
-Investment Bank Profits

Situations:
-Credit Crunch
-Mortgage Crisis
-Mass Foreclosures
-No New Mortgages

Events:
-Bank Failure
-Investment Bank Failure

Hidden Simulations:
-Bank Health
-Investment Bank Health
-Mortgage Health
-Housing

I also rebalanced Military Coup and Party Revolt to make them not spawn so easily.

Along with the rest of the changes that didn't make it to update 2 due to the uploading snafu:

-Stock Transfer Tax
-Corruption decreases immigration and increases skills shortage (over time)
