thanks game bug, start some task from WW era immediately at the start CW era! ! !

*change start text-option
*minor fix
*game is easy (not much) economically , politically, trade and disaster rare.
*new disaster fire (start WW era - time to time, 50 years less 10times randomly,in free play is disable)
