Added Loans option.

Loan amount increased for high difficulties.
Can be set from x0.25 to x10 in the custom options.

Loan length changes together with loan amount so that payment per week remains the same.

1) Text labels and drop-downs are scaled down.

2) When you change a difficulty factor, the game difficulty is automatically set to "Custom".

3) When you change the difficulty level, all values in the mod options are updated. Easy to see what settings each difficulty level has. When you switch back to the Custom level, your previously set custom values are restored.
