Added GameUserSettings.ini capability for # of uses for the Parachute.

Updated Item name to match Mod Name. Rasko's Resuable Parachute

Left some unused data in Repack Buff. Removed to prevent any issues.

Updated In-Game Icon for Repacking buff.

Changed Repacking time to 5 seconds from 7 seconds.

Changed Repacking audio attenuation to extremely short from None. Now they wont hear you landing outside their base unless they are close by.

Added Durability. 100 Uses. Can be repaired at any time.

Added 7 second 'Repacking' Buff that slows movement and prevents jumping. This is so PvP action is a little more balanced since players only need to carry 1 chute now.

Changed crafting requirements to 10 Polymer, 10 Cementing Paste, 20 Fiber, and 200 Hide

Changed color of the chute to black/dark grey.

Changed Level requirement to learn the engram to level 40.
