Added configuration files for the Dark Event and related mechanics:

The Dark Event can be disabled in the XComTrueConcealment.ini by setting bDarkEventEnabled to False.

Fixed a bug with the Dark Event not working as it should.

Fixed up some potential issues with the timer not displaying. Added a new Dark Event related to the mod. Hope you (en)counter it! Lemme know if it breaks anything.

Removed Extract VIP from the changelist, as you never start concealed in that mission type.

Slight reduction in time for all missions, considering the gains from concealment
Rescue, Extract, Neutralize: 13 -> 10
RecoverItem, Hack, Destroy: 9 -> 7
