Removed HP drain from HDD, changing the penalty to -15 Defence for the rest of the turn.
Thinking behind this is that It still creates a 'Risk' but gives you the chance to avoid wound time since it is not a direct source of damage.

First, squaddie ability appeared as 'Fire pistol' for me. Not sure if anyone else had that particular issue, but it should have been fixed regardless.

MANY changes to ammo cost and cooldowns.

HDD: Cooldown 3 -> 2
Prioritize: Cooldown 3 -> 2
Smite: 3 Uses changed to Cooldown of 3 turns
Part Break: 3 Uses changed to Cooldown of 2 turns. Ammo Cost 1 -> 2
Share Blast: Cooldown 4 -> 3
Sentient: Cooldown 5 -> 4
Patience: Cooldown 5 -> 3
Next Gen: Cooldown 5 -> 4
Warp: Cooldown 6 -> 4

Few additional notes:

Spotted smite had an ammo cost. Not sure how a pistol skill would interact with that, since it is not needed. Removed it just to make sure it causes no problems.

HDD costs 0 action points, but could potentially cause problems with the soldier's turn as a result. Marked as a 'Free Action' in the code now
