Techs: Changed the tooltips of the Special Purpose Training techs. The tooltip will now show which events are triggered and units are unlocked when a tech is researched.

--V1.3-- SPECIAL INFANTRY RELEASE PART I
Techs: Added Special Purpose Training I, II, III and IV techs to the Infantry folder. The techs will trigger one or more country-specific events which enables special forces and elite units for the years 1936, 1939, 1941 and 1943. Because the events are triggered by the techs it is possible to enable units whenever you want. There is no waiting for a historical event to popup! But do know most Special Purpose Training techs have dependencies with other techs (such as motorized or anti-tank) because of the needed equipment.
Units: Added Special Service Force Regiment (USA) (historically a combined US-Canada force, will add the unit also to Canada in a next release)

Units: Added Gurkha Rifles Battalion (ENG) (The regiments are divided between England and British Raj, will add the units for British Raj in a next release)

Equipment: Replaced all the mortar equipment gfx. Needed a finishing touch :)
Equipment: Changed the mortar equipment to the metric caliber to avoid differences with other equipment
Balance: Default maximum speed of Field Artillery, AT and AA changed to 8 km/h (was 4 km/h). With better equipment researched the speed changes to 12 km/h, so it will not slow down motorized and mechanized units anymore
AI: Added Pack Artillery and Infantry Support Mortars to the AI templates
GFX: Added onmap gfx and texticons for the new units
