Buffed Shield Hardener by making it count as a utility item, will now also provide 1 shield point so it's usable as an emergency item for soldiers.

Fixed Shield Hardener working on units with no shields, making them invincible.

Added Utility Items derived from SPARK techs. These can be generally used by soldier or SPARK, though Shield Hardener has no benefit on soldiers unless you're using a mod that lets soldiers gain shields.

Mayhem should work with LWS's Area Suppression effect.

Suppression for SPARKs now actually require the proper tech researched before working.

Mayhem Protocol is no longer unlocked by SPARK Suppression.
