bug and efficiency fixes

1) proper save system for survivors. Random spawning only happens the very first time a map was loaded. After that all spawned survivors are saved and tracked on cell unloads / reloads.
2) Survivor class saves completely now, so I added a order to drop backpacks. So now you can have mule slaves. They will pick up any bags you drop at their feet, unless their current order is the Drop Bags order.
3) Preset Survivors Spawns. I can now make survivors spawn in certain exact spots with certain orders. For example. There will now be some gun weilding police guarding the police station locker in westpoint. And the gunstore owner will always spawn inside the gun store, of course locked and loaded. Most likely not very friendly either. If you plan to raid come prepared.

added the switch orders buttons [ and ] to the settings file so they can be set to other keys
